Opinions of the Central Committee of the Communist Party of China and the State Council on Accelerating the Comprehensive Green Transformation of Economic and Social Development

On August 11, the "Opinions on Accelerating the Comprehensive Green Transformation of Economic and Social Development" (hereinafter referred to as the "Opinions") issued by the Central Committee of the Communist Party of China and the State Council was officially released, which is the first time that the central government has made systematic arrangements for accelerating the comprehensive green transformation of economic and social development. The person in charge of the National Development and Reform Commission said that the "Opinions" put forward two stage goals, focusing on five major areas and three links, and deploying and accelerating the formation of a spatial pattern, industrial structure, production mode and lifestyle that conserves resources and protects the environment.
The main goals put forward in the "Opinions" are: by 2030, positive progress will be made in the green transformation of key areas, green production methods and lifestyles will be basically formed, the synergistic capacity of pollution reduction and carbon reduction will be significantly enhanced, the utilization efficiency of major resources will be further improved, the policy and standard system to support green development will be improved, and the comprehensive green transformation of economic and social development will achieve remarkable results. By 2035, a green, low-carbon and circular development economic system will be basically established, green production methods and lifestyles will be widely formed, significant progress will be made in the synergy of pollution reduction and carbon reduction, the utilization efficiency of major resources will reach the international advanced level, economic and social development will fully enter the green and low-carbon track, carbon emissions will stabilize and decline after peaking, and the goal of a beautiful China will be basically achieved.
The five major areas are: building a spatial pattern of green, low-carbon and high-quality development, optimizing the pattern of land space development and protection, and creating a green development highland; Accelerate the green and low-carbon transformation of the industrial structure, promote the green and low-carbon transformation and upgrading of traditional industries, vigorously develop green and low-carbon industries, and accelerate the coordinated transformation and development of digital and green; Steadily promote the green and low-carbon transformation of energy, strengthen the clean and efficient use of fossil energy, vigorously develop non-fossil energy, and accelerate the construction of a new power system; Promote the green transformation of transportation, optimize the transportation structure, build green transportation infrastructure, and promote low-carbon transportation vehicles; Promote the green transformation of urban and rural construction and development, promote green planning and construction methods, vigorously develop green and low-carbon buildings, and promote the green development of agriculture and rural areas.
The three major links are: the implementation of a comprehensive conservation strategy, vigorously promote energy conservation, carbon reduction and efficiency improvement, strengthen the intensive and efficient use of resources, and vigorously develop a circular economy; Promote the green transformation of consumption patterns, promote green lifestyles, increase the supply of green products, and actively promote green consumption; Give full play to the supporting role of scientific and technological innovation, strengthen applied basic research, accelerate the research and development of key technologies, and carry out innovation demonstration and promotion.
